Luxembourg is set to implement a new legal framework governing the production of weapons and defence materials. On Friday, Minister of the Economy Lex Delles presented a new draft law to the Government Council, aimed at updating the legal parameters for the manufacture of defence-related products in the Grand Duchy. This move follows the adoption of the country's new defence strategy in March last year and aligns Luxembourg's regulations with international standards and NATO directives.

Under the proposed legislation, companies operating in the defence sector will be required to obtain formal authorisation from the Ministry of the Economy.

As part of the approval process, the ministry will assess factors such as the integrity of company management, the structure of the business, and the security of facilities and storage. Defence-related activities must not pose a threat to public safety, with particular attention paid to risks linked to espionage, terrorism, weapons of mass destruction, cybercrime, and organised crime.

The law will also make it mandatory to register and trace all weapons and other defence articles produced in Luxembourg, with oversight and enforcement to be carried out by the Customs and Excise Agency. Furthermore, the draft legislation distinguishes between industrial defence activities and civilian firearms use.
