Non-Luxembourg residents are playing an increasingly active role in local democracy, with over 50,000 registering to vote in the 2023 municipal elections–a 45% rise since 2017, according to a new report.

A new study by the Centre for Intercultural and Social Studies and Training (CEFIS) reveals that 19.8% of non-Luxembourg residents, totalling over 50,000 individuals, registered to vote in the 2023 municipal elections.

This marks a 45% increase compared to the 2017 municipal elections. The rise follows the Chamber of Deputies' decision to abolish the residency clause, which previously required non-Luxembourg nationals to live in the Grand Duchy for at least five years before becoming eligible to vote.

While CEFIS described the overall trend as positive, it also noted significant generational disparities in voter registration. Among non-Luxembourg residents who registered, individuals aged 65 and older accounted for 32%, whereas those between 18 and 24 years old represented just 5%.
