In the heart of the Gare district, an impressive construction site is currently underway. The second building phase of the Cité de la Sécurité Sociale has now begun.

Right next to the first Social Security building on the Rue Mercier, which opened in 2023, the second part is now taking shape.

The new complex will ultimately cover more than 35,000 square metres. The second building is being constructed along the Rue du Commerce and is intended to mirror the first building, but without a tower. A large courtyard is planned between the two buildings. In total, the project covers more than 87,000 square metres and is therefore being carried out in two phases. Everything is scheduled for completion by 2029.

Beneath the construction site lie the remains of the Caves Mercier champagne factory. It is an extensive network of cellars dating from the time when champagne was produced in Luxembourg. These cellars must be preserved and were carefully documented in advance. At the end of the 19th century, the Maison Mercier had established a production facility here until the company returned to France after the First World War.

The goal is to bring all Social Security bodies together on a single site. Several services are already housed in the first building. The new building will accommodate, among others, the pension fund, the family benefits fund and the compensation fund.

The entire project is being financed by the Fonds de Compensation, that is, from the reserves of the pension system. The first building phase cost 176 million euros, the second around 141 million. In total, the project therefore costs around 372 million euros.
