The Minister for Home Affairs has withdrawn a draft bill that would have introduced stricter regulations and penalties for protests, effectively closing a five-year legislative process.

The initiative originated in calls for tighter security measures following the storming of a Luxembourg City Christmas market by protesters opposing Covid-19 restrictions in 2020.

On Wednesday afternoon, Minister Léon Gloden informed the relevant parliamentary committee of his decision to withdraw the legislation. He cited a lack of consensus following consultations with political parties, trade unions, and other organisations. “I sensed no agreement on the specifics and appropriateness of new rules,” Gloden stated, concluding that the matter was now “closed”.

As a result, demonstrations will not be subject to a new security framework, and no tougher penalties for rioting at protests will be introduced.

The withdrawal of the draft bill was welcomed by opposition parties.
