Film FundCourt of Auditors to carry out new audit

The Budget Control Commission met on Monday to prepare a catalogue of questions to be submitted to the Court of Auditors for the High Authority to draw up a special report on the Film Fund.

The presentation of the audit on the Film Fund led to many discussions, which resulted in the decision to entrust the Court of Auditors with the task of looking into the fund's operation and work. On Monday afternoon, the Parliamentary Commission began to formulate its request.

Distribution of financial aid

Green MP Djuna Bernard said the financial aspect, procedures and the relation to the law required further examination.

The Court of Auditors will have to check whether the money that feeds the Film Fund year after year is used as prescribed by law.

Such an audit has not been carried out on the Film Fund since 2003. The DP leader, Eugène Berger, explained it was necessary to check records covering the last decade and to examine how changes implemented in 2014 have affected procedures.

Non-repayment of funds received

The Court of Auditors will seek more information on the issue of non-reimbursement to the Film Fund of advance funds, said Commission President and CSV MP Diane Adehm. She explained the Film Fund Act, passed in 2014, contained a chapter on finance called "selective aids", which precisely defined how the money should be distributed.

The Act also decreed that if a film made a profit, this should be paid back to the Film Fund; the Court of Auditors will examine whether this was always the case.

The letter to the Court of Auditors will be finalised at the next meeting of the Commission, in order to give members the opportunity to expand the instructions on Tuesday afternoon in the Chamber.
