Following over 20 meetings by the special parliamentary commission on the Caritas embezzlement scandal, the final report by rapporteur Taina Bofferding of the Luxembourg Socialist Workers' Party (LSAP) is set to be adopted at the end of the month.
A public debate in the Chamber is scheduled for the final week before the summer recess, in July. This was confirmed on Monday following another meeting of the special commission. On 2 June, members of the Caritas special commission held an initial exchange in preparation for the final report and endorsed the rapporteur’s proposal to structure it thematically.
The final report, to be voted on by the commission on 30 June, will include eight chapters. These will address key areas such as justice, the detection of fraud, crisis management, labour law, the social sector, prevention, the resolution adopted at the end of the crisis, and the commission’s own role. The report will also contain legal recommendations aimed at ensuring that a case like the Caritas affair cannot happen again.
The special commission was set up in response to the political and legal fallout of the Caritas embezzlement scandal. Unlike the 27 standing committees, this temporary body was created specifically to examine the origins and handling of the case. It first convened on 23 October under the observation of MP Sven Clement of the Pirate Party. During that session, a president and vice-president were nominated, and procedures were defined for hearing selected individuals, who may accept invitations to appear before the committee, though participation is not mandatory.
The commission has held over 20 meetings so far, and MPs have until next week to submit their own proposals to the rapporteur. These may still be incorporated into the report, which aims to conclude the committee's work by the end of June and shed light on one of the most significant financial scandals to hit the country’s social sector in recent years.
