Gambling in Luxembourg is under tight regulations and it is only allowed under certain conditions.
Two recent requests to open private bingo clubs had to be dismissed due to Luxembourg's tough regulations on gambling. Justice minister Felix Braz mentioned the case in his reply to DP MP Lex Delles’ parliamentary question.
The law of 20 April 1977 regulates gambling and sports betting in the country. Two communes received requests for opening bingo clubs in their municipality. The applications invoked article 2 paragraph 1, which states that gambling is authorised if its goal is at least partly in the interest of the common good, and if it is of "philanthropic, religious, scientific, artistic, pedagogic, social, sportive or touristic nature".
Minister Braz responded that the article doesn't allow permanent commercial exploitation and only applies to occasional raffles and lotteries that do not exceed a total worth of €12,500.
As the gambling clubs in question did not meet the criteria, they were not granted the necessary authorisations.
Gambling machines in bars not always legal
Police and public prosecutors have also been keeping a close eye on gambling machines in bars and pubs, as these are often against gambling laws.
Just a week ago, prosecuting authorities announced that several goods were seized, without going into further detail.
Illegal machines include those with internet access and games in which money can be won. While the National Lottery system is legal, many others, however, are not authorised.
Felix Braz, following a request from CSV members of parliament Jean-Marie Halsdorf and Laurent Mosar, said that he had no information regarding ongoing inquiries.
