Covid-19 billsSome measures to remain in place a month after state of emergency ends

Two special bills dedicated to the coronavirus crisis were debated by the Health Commission on Friday in the Chamber of Deputies.

Once the state of emergency is lifted on 24 June, certain rules could still be provisionally valid for a month.

One of these measures is physical distancing, with MPs suggesting the two metre distance could be reduced to 1.5 metres. The Commission also agreed that sports fields could reopen, while sporting competitions could resume under certain conditions. A passage regarding air travel has been removed from the bill, as all airlines decide their own health and safety protocols.

During the session it was confirmed that two people had been forcibly hospitalised during the crisis in Luxembourg. This sparked a debate on the possibility of forcing allegedly high-risk patients to attend hospital, as previewed in one of the bills. LSAP MP Mars Di Bartolomeo, president of the Commission, said the Health Directorate was already allowed to hospitalise people due to existing laws. This case will use another formulation of the law.

A person is considered a high-risk case when they have spent at least 15 minutes without a mask or other protection near a confirmed Covid-19 patient.

Di Bartolomeo explained the Covid-19 bills did not have the same philosophy as the state of emergency, relying on citizens' responsibility rather than repressive laws.
