The fire was reported around 11am and was quickly extinguished by firefighters. Police officers rescued several children from the burning building using scaffolding on the side.
All 11 injured people suffered from smoke inhalation and were taken to a hospital for treatment. Their conditions were not immediately known.
The cause of the fire is under investigation. Police said about 40 emergency workers from various agencies responded to the scene.
