HousingStudies reveal 20% of homeowners own 80% of Luxembourg's buildable land

Minister of Housing Sam Tanson presented the findings of several housing studies to the parliamentary commission on housing on Thursday morning.

The studies thus reveal and confirm that there is a massive disparity in agricultural land and the politicians in the parliamentary commission confirmed that something must change.

If these plots were free to use, this could mean that up 80,000 apartments could be built. The government plans to adjust land tax in order to incentivise people to sell their land. However, details concerning this adjustment remain sparse.

Just about 16,000 private individuals own nearly three-quarters of building plots. 746 companies own 15% of buildable land and and open promoters own the remaining 11%. This information has been confirmed by studies carried out by LISER (Luxembourg Institute of Socio-Economic Research).

Said another way, a fifth of homeowners own four-fifths of building plots. LSAP MP Yves Cruchten said on Thursday morning that the issue does not concern smaller landowners, but those who own significant amounts of land.

Last year, the increase of buildable land prices rose by 6% on average.
