While adults can legally possess small amounts of cannabis in Germany, bringing it across the border from Luxembourg is banned, with exceptions only for patients carrying certified medical documentation.
In Germany, adults over 18 are permitted to possess and consume cannabis in public, but only in small amounts: up to 25 grams.
What remains strictly prohibited, however, is bringing cannabis into the country from abroad, including from Luxembourg. According to the Federal Police, violations can result in fines or even prison sentences, regardless of the amount.
An exception exists for cannabis used as medication. In such cases, patients must carry a medical certificate issued by their doctor and certified by the German authorities, such as the State Health Authority. Each certificate is valid for a maximum of 30 days, and the permitted quantity may not exceed what is legally allowed in Germany.
The Federal Police also reminds travelers that even those only transiting through Germany must comply not only with German regulations but also with the laws of their final destination and any other countries along the route.
