The first annual report of the CSV-DP government did not achieve to surmount the challenges of sustainable development.

With the "Mecoskop" tool, a barometer, the Ecological Movement, also known as Mouveco, judges the implementation of the promises made by the government policy as stated in the coalition agreement. The handling of climate- and biodiversity crisis should be one of the highest priorities of the government.

Mouveco's intention is to critically and constructively analyse the government's implementation so far. Especially crucial and future-oriented questions within the area of sustainable development have been excluded until now, explains Blanche Weber, the president of the Ecological Movement.

"Well, we could say that a government does not need to achieve everything in a year, yet as we are in a crisis, it is urgent. We need to roll up our sleeves and sustainability needs to become an absolute priority to the government, and that is what we have not seen in ours."

The "Mecoskop" is available to the public on a website, and it permits to show whether the government has reached their own goals as they are written down in the coalition agreement. 77 promises of the agreement in the sector on sustainability were examined. Among them, only 22 are in the first phase of being implemented.

Emile Espen, a member of the administrative council elaborates on the different implementation phases:

"There are four implementation phases, during the first one the conditions are announced, but those have not yet started. The first is represented by a red man with a big shovel and a large pile of sand. The orange man with a smaller pile represents the implementation of the conditions which has begun. The third phase, a yellow figure with an even smaller amount, shows that the implementation has been advancing steadily. The green man ultimately represents the successful end of the implementation."

It is impossible to manage the biodiversity and climate crisis if the current speed of growth is not decelerated. The president of Mouveco continues:

"In Luxembourg, there is no discussion about which areas we still need to grow in, since it is conform to the criteria of biodiversity and energy saving, and people are benefitting from it. The sectors which are not working well anymore, are unable to grow, because that would not be compatible with the goals posed by the climate- and biodiversity protection. Then, reforms need to be made."

The marking criteria of Mouveco is based on publicly accessible information. When new information is added, the "Mecoskop" is updated at the latest every six months.
