Pensions, survivors' pensions...Key changes to Luxembourg's social benefits in 2024

As of 1 January 2024, several social parameters in Luxembourg have undergone changes. Here is an overview of the main changes.

While certain minimum social benefits have been adjusted, some of the most common social benefits, such as the minimum wage (€2,570.93 gross for an unskilled worker and €3,085.11 gross for a skilled worker) and family allowances (€299.86 per child per month), remain unchanged since their last increase on 1 September 2023. The National Institute of Statistics and Economic Studies (STATEC) anticipates the next wage indexation in the summer quarter of 2024.

Here are the new amounts in effect:

• Minimum personal pension (for 40 years of contributions): €2,244.82 (+€25.11). The same applies to the minimum surviving spouse’s pension
• Flat-rate increases (for 40 years’ contributions): €619.82 (+€9.70)
• Maximum personal pension: €10,392.67 (+€116.24)
• Minimum orphan’s pension: €612.86
• Exempted professional income (survivor’s pensions): €1,662.83 (+€18.60)
• End-of-year allowance (1/12) (40-year career): €79.91

Additionally, upper limits have been revised, notably for the cost-of-living benefit and the full energy bonus.

Upper limit of annual income:

• For the cost-of-living benefit: €30,939.53
• For the energy bonus: €38,674.41

Increased upper limit of annual income for the second person:

• Cost-of-living benefit: €15,469.76
• Energy bonus: €19,337.20

Increased upper limit of annual income for each additional person:

• Cost of living benefit: €9,281.86
• Energy bonus: €11,602.32
