The General Federation of Municipal Workers (FGFC) has released its expectations in regard to the future Ministry of Home Affairs and Civil Service.

Assimilation

According to the FGFC, it is imperative that the assimilation with the state continues and is further streamlined. They emphasise that any delay in the municipal sector's adaptation to new regulations and the implementation of salary agreements must be avoided.

Digitalisation

The FGFC is calling on the Intercommunal Syndicate for IT Management (SIGI) to develop a comprehensive plan for modern and standardized digitalisation across all municipalities and municipal syndicates. They anticipate a well-defined agenda to be presented by year-end.

Reforms

The FGFC has expressed concerns regarding the implementation of multiple reforms in recent years, deeming their effects as chaotic. They assert that these reforms have placed excessive burdens on their staff offices. To address this, they advocate for a modernised administration system and seek to alleviate the responsibilities of municipalities and syndicates. This would involve establishing a centralised administration for daily operations and ensuring uniform management of municipal staff.

Public, municipal transport

Support for municipal public transport and its workforce is a focal point for the FGFC. They firmly oppose the privatisation of the Intercommunal Passenger Transport in the Canton of Esch-sur-Alzette (TICE) syndicate. The FGFC finds it unacceptable for only ten municipalities to bear the cost of transportation, while the remaining 90 municipalities enjoy free transport services.
