In 2020, 132 of these complaints were filed with the public prosecutor's offices in Luxembourg City and Diekirch, i.e. 30 less than in 2019. The police received 104 rape complaints last year.
40 people were found guilty of having committed rape in 2019, compared to 21 people in 2020.
These figures were revealed by Ministers of Justice and Internal Security Sam Tanson and Henri Kox, in their joint reply to a parliamentary question by MP Carole Hartmann from the Democratic Party (DP).
In their reply, the Ministers also stress that "stealthing", i.e. the conscious betrayal of a partner's trust during sex by covertly removing a condom or purposefully damaging it beforehand, is not included in Luxembourg's penal code. Nevertheless, this type of betrayal will still be sanctioned, if the act was performed without the consent of the partner in question. The Ministers refer to previous judicial decisions on the matter from 2020 and 2008 respectively.
