New CNS report shows increase in number of insured people and a shortfall of around €102 million 

The CNS has published its annual report for 2025. The number of insured persons rose by 1.4% on the previous year to close to 987,000, and over the same period expenditure grew more sharply than revenue.

With outgoings of €4.88 billion and revenue of €4.78 billion, the year closed with a deficit of some €102 million. Expenditure on outpatient treatments in Luxembourg, in particular, has climbed considerably.
To shore up the fund's finances over the longer term, a strategic working group has already put forward a first set of proposals.

The system of so-called Immediate Direct Payment (PID) is developing positively. Over the past six months, around 70% of consultations with doctors and dentists have been billed through the scheme. More than 2,500 of the roughly 3,500 doctors and dentists in the country are also taking part.

Unemployment has risen to 6.4%, while at the end of June 2026, ADEM recorded 19,619 resident job seekers available for work.

• The unemployment rate has risen to 6.4%, in spite of the increase in job vacancies. At the end of June 2026, the National Employment Agency (ADEM) recorded 19,619 resident job seekers available for work, an increase of 1,733 people compared to the previous year. This represents a 9.7% rise over twelve months, affecting all categories, with a particularly marked increase among the most highly qualified (+19.1%) and those aged 30–44 (+12.8%).
• The professions most affected by this increase are those in secretarial and support roles, IT, accounting and management, as well as the banking sector. The unemployment rate now stands at 6.4%, as calculated by STATEC and adjusted for seasonal variations,
