Foreign drivers actually possess a Luxembourgish license. The only catch: it is fully virtual. Fines and point losses are very real however.

The measure was introduced to counteract the high tendency of traffic infringements by foreign drivers on Luxembourgish roads, as they sometimes consider themselves untouchable with a German, French, or Belgian license.

The virtual document is thus created for every driver crossing the border and also holds 12 points like a regular one.

In short, the Luxembourgish license is created by default, but only on a virtual basis. Infringements by foreign drivers will therefore be punished in the same manner that residents have to expect.

Potential driving bans

If all 12 points are lost violators will be awarded a driving ban for the entire Luxembourgish territory, until they restore their virtual license. The time frame for getting all points back is three years, provided that no further violation is committed.

If the case were to occur, non-residents will receive a governmental letter communicating the driving ban. It is also important to note that those people who have been banned will be required to follow a 5-day training programme for road safety at Colmar-Berg.

Nevertheless, Luxembourgish authorities do not have the permission to revoke foreign driving licenses only to prohibit driving in the Duchy.

Luxembourgish officials meanwhile communicated that in 2019, out of 27,565 letters for point losses, 9,027 (33%) were sent to non-residents abroad.

The measure is thus being considered successful in the sense that every person active on the country's roads is equal in terms of responsibilities and sanctions.
