The concern primarily revolves around animals with unknown health conditions or inadequate documentation upon introduction. The main objective is to safeguard both the people and animals residing in Luxembourg.

One of the most significant dangers associated with this practice is the potential reintroduction of rabies from holiday destinations. Notably, Luxembourg has been free of this incurable and fatal virus since 2001. Rabies can infect both wild and domestic animals, with humans at risk of transmission through the saliva of infected animals. Dogs are particularly susceptible, accounting for 99% of fatal rabies cases in humans.

Currently, rabies is present in more than 150 countries worldwide, including popular travel destinations for Luxembourg residents like Turkey, Morocco, Tunisia, Algeria, and Ukraine.

ALVA reiterates that acquiring an animal should be a well-considered decision, with careful evaluation of its pros and cons. Rushing into buying or taking an animal out of sympathy is strongly discouraged, as it may not ensure the welfare of the animal at all.
