
According to Minister for Housing Henri Kox, Luxembourg currently possesses approximately 5,700 hectares of land suitable for residential development. The majority, about 64% of this land, is privately owned, while only 15%, equivalent to 621 hectares, belongs to the public domain.
Minister Kox points out that over the years, the share of public land reserves designated for construction has seen significant growth, thanks to the government’s active land management strategy. This percentage has risen from approximately 8% in 2013 to the current 15% in 2022.
Of the 621 hectares of publicly-owned land allocated for construction, only 144 hectares have received approval for a Special Development Plan (PAP). These approved PAPs are distributed among municipalities (47 hectares), the State (15 hectares), and public funds (84 hectares). This leaves a substantial portion, specifically 477 hectares of public land, without an approved development plan.
These statistics were disclosed by Minister for Housing Henri Kox in response to a parliamentary question posed by MP Marc Goergen from the Pirate Party.
