
The law, a Grand-Ducal Regulation, was published in the Grand Duchy's official gazette Mémorial on Wednesday evening, and will give the government legal authority in all its decisions regarding the fight against coronavirus.
For this reason there will be an exceptional Chamber meeting on Saturday afternoon starting at 2pm, while Friday will see a state council plenary session where members will put together a draft law. The Institution and Commission Chamber will also assemble at 2pm on Friday to designate a rapporteur.

The legislative basis for the state of emergency and the corresponding law is article 32.4 of the Constitution, allowing the government to take urgent decisions quickly without following the usual legislative route through the Chamber and State Council.
However, the Chamber cannot be dissolved and can revoke the state of emergency at at any point, and all measures taken throughout that period will be lifted once it is over.
The laws heavily restrict travel and economic activity, as such all construction sites must be closed by Friday evening.
Any private person who does not obey by the new rules and leaves their residence without a valid reason can expect a €145 fine, while companies that stay open will be fined €4000.
Deputies will need to accept the law by a ⅔ majority on Saturday.
