Two ombudspersons have come out to criticise the prosecutor's office for placing a 13-year-old offender in the adult prison in Schrassig, even if only a temporary measure due to a lack of space in the juvenile facility.

The 13-year-old was placed under arrest after attacking and injuring another under-aged girl with a broken bottle in Diekirch on Saturday. Since at the time the State Socio-Educational Centre (CSEE) in Dreiborn was at capacity limit and already housing one of the perpetrator’s accomplices, the decision was made to temporarily place the girl in a holding cell at the Schrassig prison.

A team from the CSEE did accompany the girl at Schrassig. The young offender was transferred to Dreiborn on Monday after one night in the adult prison.

The Ombudsman for Children and Youths (OKAJU), Charel Schmit, and external ombudswoman Claudia Monti have since issued a statement (FR) to “urge political leaders to definitively ban the possibility of placing a minor in adult prison in the relevant legislative and regulatory texts”.

They underline that “it remains untenable that minors have to be placed in a prison designed for adults” and that the infrastructure must be revised to prevent such a case from happening again.
