
The final document is the result of an 18-month-long process, which included the help of an external advisor, as well as the consultation of Army officials and civilians.
The charter concludes that the Army is ever more often confronted with the increased modernisation of warfare, such as the use of drones for instance. This would have increased the number of ethical problems in their daily operations and made the composition of the new code necessary.
The charter therefore highlights three values above all: engagement, honesty, and reliability.
