Although slightly fewer than the previous year, a significant number of positions remain unfilled. ADEM’s 2024 report identifies 24 occupations categorised as facing “severe staff shortages.”

This list identifies roles and their sub-categories in high demand by employers, yet facing a scarcity of available candidates through ADEM, and sometimes none at all, particularly based on 2023 vacancy data.

The identified positions predominantly span sectors such as finance, IT, engineering, healthcare, personal care, social work, and business support services (including human resources, accounting, auditing, and legal advice).

One of the key challenges highlighted is the existing gap between the demand for skilled labour and the available workforce, both resident and cross-border. In response, Luxembourg has implemented streamlined and expedited procedures for recruiting non-EU nationals, aiming to alleviate staffing shortages across various industries.
