Following the reorganisation of the police presence in the capital since 15 January 2024, authorities have released a comprehensive overview of interventions carried out since the beginning of the year.
Specifically targeting the Gare, Bonnevoie, and Ville-Haute neighbourhoods of Luxembourg City, the intensified police presence aimed to establish a consistent and visible law enforcement presence through increased foot patrols and other strategic measures. The objective was to bolster community safety and address resident concerns regarding feelings of insecurity.
These efforts were primarily directed at ensuring public safety and health, with a focus on curtailing drug trafficking, organised or "aggressive" begging, illegal immigration, and enhancing access control to public buildings.
This initiative is part of the Police's broader strategy to enhance preventive measures, with ongoing analysis and adjustments made in response to evolving circumstances.
In terms of visible operations, officers from the North, Centre-East, and South-West police regions collaborated with their counterparts from the Capital region to conduct foot patrols. However, this additional support from other regions will soon become unnecessary, as new officers are set to be sworn in at the end of April.
A notable increase of approximately 90 officers will reinforce police stations in Luxembourg City and across the country, as well as various national services and units. This increase in staffing aligns with the measures outlined in the coalition agreement.
Campaign review
During the three-month period spanning from 15 January to 14 April 2024, the police conducted 886 checks and issued a total of 68 penalty notices.
Despite the effectiveness of preventive measures, only four penalty notices were issued for begging-related offences, including one self-report. Conversely, 24 penalty notices were issued in connection with drug-related offences, reflecting a significant enforcement effort in combating illicit drug activities.
Additionally, 26 penalty notices were issued against individuals based on reported incidents, while 14 penalty notices were issued for other offences. Four individuals were arrested on suspicion of drug possession and sale, with one individual apprehended on a warrant.
Furthermore, police intervention under article 5bis of the law on the Grand-Ducal Police occurred in 197 instances, primarily involving individuals obstructing public entrances or exits from both public and private buildings.
Traffic enforcement also featured prominently, with a total of 192 offences recorded in connection with traffic regulations.
