
In a response to a parliamentary question submitted by the CSV, mobility minister François Bausch said 50% of first-time test takers fail in Luxembourg on average.
In the Grand Duchy’s neighbouring countries, the average failure rates for first-time candidates are 40% in Germany, 42% in France and 45% in Belgium.
Experts say this high failure rate is due to a different approach by young candidates with regard to their driving licence, and mobility in general.
Bausch said the Ministry would respond to the failure rate by placing more emphasis on risk awareness for learner drivers, and is also considering increasing the number of compulsory driving hours prior to taking a practical exam, in order to better prepare young people for the challenges of modern road traffic.
However, the minister disagreed with the suggestion that instructors could intentionally fail their candidates during the practical tests - an idea which may circulate among unlucky candidates or their families.
