Minister for Home Affairs Taina Bofferding announced at a press conference on Tuesday morning that the Luxembourg City ban on begging lacks legal grounds and cannot come into force.
According to Minister Bofferding, the Luxembourg City council can only issue a ban via police decree if there is a threat to the public. Begging does not constitute such a threat, she noted. The politician explained that the ban on begging cannot come into force because it also fails to comply with national and international law.
Nevertheless, aggressive begging and polluting public places remain part of the penal code, assured Minister Bofferding.
