Some EU countries offer "cross-vaccination", where people can receive a different vaccine for their second dose.
Luxembourg, however, will wait for the European Medicines Agency to approve the practice before offering vaccines from a different developer to people awaiting their second jab.
The EMA is expected to deliver a decision by the end of the month.
Until that point, Luxembourg residents are encouraged to discuss the matter with their GP, who will make a decision depending on the patient's health condition.
The Superior Council of Infectious Diseases published a statement recommending the use of the AstraZeneca jab for a first dose for some people, to be followed up with a mRNA vaccine such as Biontech/Pfizer.
