The report, made by party peers, relates to a work contract Frank Engel had with the ASBL CSV-Frëndeskrees over 7 months in 2020.

Frank Engel was paid a gross monthly salary of €6,000 by the association, from June to December 2019, to find new members for the ASBL and start a new foundation.

According to our sources, this obligation never happened, meaning that he had not honoured his side of the contract he was paid for. As a result, he is being accused of "forgery and falsification of records", based on a lawyer's legal advice which was discussed Tuesday morning within the CSV parliamentary group.

They came to the conclusion that the CSV MPs were under the obligation to report these matters to the prosecutor's office according to article 23 of the criminal procedure code. This happened in the form of a letter on Tuesday afternoon, which stated that the contract in question might potentially be seen as "fictitious employment".

The letter was signed by 13 members of the ASBL, which included half a dozen CSV MPs. According to RTL information, these matters had come to light during the general assembly of the ASBL CSV-Frëndeskrees which took place in Hesperange last week. When confronted with the allegations, Frank Engel, who is also the president of the ASBL, agreed to refund his entire salary.

Our colleagues from Reporter.lu have also spoken to Frank Engel, who confirmed having received around 40,000 Euros from the ASBL last year. He is cited as saying, "I am not a criminal. They want to get rid of me by all possible means."

A planned urgent meeting of the CSV national committee to discuss the affair on Tuesday night was cancelled at short notice.

Frank Engel has said he will make a statement on the matter at a press conference later in the week.

The CSV parliamentary group does not currently wish to comment.
