Rainbow Index 2020Luxembourg ranks third for LGBTI rights

The newest Rainbow Index ranking constituted that there had been no positive changes over the last year for more than 49% of countries.

This is the second year in a row that countries have lost points after existing protective measures have not been renewed or improved. The current health crisis is being used as an excuse by many governments to avoid putting laws into place.

The majority of amendments in the last year took place in the field of trans rights, both positive and negative. Countries such as Andorra, Belgium, the Netherlands, North Macedonia and Switzerland adopted new laws on gender identity and equal treatment. Iceland introduced the Gender Autonomy Act and Spain saw a Constitutional Court ruling against the age limit for gender marker change for trans people.

Hungary lost the most points on trans rights, at 8.46%. Poland also lost points, dropping to the bottom of the table for EU member states.

Luxembourg in third place

Although the Grand Duchy has done well to be ranked third two years running, with 73%, there is still work to be done, according to  Tom Hecker, President of Rosa Lëtzebuerg.

In the last year, not a single relevant vote took place in the Chamber, said Hecker. Luxembourg could introduce a ban on conversion therapies, or tackle the topic of the blood donation ban for gay men. A constitutional change could ideally follow, said Hecker.
