
The latest Eurobarometer findings, published on Friday, reveal that EU residents strongly back EU membership with 72% of citizens believing their country benefits from EU membership. In Luxembourg, that figure rises to 80%, comfortably above the EU average. Trust in the EU tells a slightly different story: only 51% of EU citizens say they tend to trust the EU's institutions, with Luxembourg coming in marginally higher at 55%.
When asked about the biggest challenges facing the EU, the conflict in the Middle East and its impact on energy supply have risen sharply in public consciousness since the last Eurobarometer in October 2025. Some 25% of respondents now identify the situation in the Middle East as the most pressing challenge facing the EU, a rise of 16 percentage points. Concerns about energy supply have also grown, with 15% citing it as the top challenge, up six percentage points.
By contrast, the war in Ukraine appears to have receded somewhat in the minds of EU citizens. In October 2025, 26% identified it as the most important challenge facing the EU; that figure has since fallen to 20%.
Residents of Luxembourg are particularly focused on the cost of living, the economy and housing when it comes to challenges at EU level. Among Luxembourg residents, 21% identify the rising cost of living as the most pressing challenge facing the EU, 17% point to immigration at the European level and 16% cite the economy in general. These figures sit above the EU averages, where 17% highlight the cost of living, 14% immigration and 13% the economy.
At the national level, however, one issue towers above all others. Housing is by far the biggest concern for Luxembourg residents, with a whopping 51% identifying it as the most important challenge facing the country. Across the EU, just 13% share this view, making Luxembourg a clear outlier.
Immigration, on the other hand, is a lesser concern at home than might be expected: only 8% of Luxembourg residents see it as one of the most pressing national challenges, compared to 11% across the EU. Crime, however, is a growing concern, with 13% of Luxembourg residents citing it as a major national challenge, well above the EU average of 8%.
Despite their concerns about housing and the cost of living, Luxembourg residents remain broadly positive about their personal financial circumstances. Some 92% rate their household's financial situation as good, compared to 75% on average across the EU. Then, 87% also describe their professional situation positively, against an EU average of 70%, and 23% expect their professional situation to improve over the next 12 months, ahead of the EU average of 19%.
Looking at the broader economic picture, residents are more optimistic about Luxembourg's national economy than about the EU economy as a whole. Around 18% of respondents expect the national economic situation to improve within the next 12 months, compared to just 12% who hold the same view of the European economy.
