
Minister for the Civil Service Serge Wilmes has designated the General Confederation of the Civil Service (CGFP) as the “exclusive and only” negotiating partner for a new wage agreement for civil servants, based on its decisive victory in last year’s social elections.
The minister’s declaration came in response to an enquiry following a Monday morning radio interview in which CGFP President Romain Wolff had urged him to take a clear stance. The move sidelines the trade union front between the Independent Luxembourg Trade Union Confederation (OGBL) and the Luxembourg Confederation of Christian Trade Unions (LCGB), which had reiterated its demand to be included in the negotiations.
Wilmes stated that it was not the government’s role to decide who sits at the table. He noted that the CGFP had won 23 of the 24 seats in the Chamber of Civil Servants, echoing a point made by Wolff.
The minister further observed that the CGFP had been the sole negotiating partner under previous governments as well. Regarding a new wage agreement to take effect after 2026, Wilmes declined to comment, emphasising that the current priority is the implementation of the points from the agreement signed last year.
