According to the ACL, an accident near the Berchem services caused the issue in the direction of the French border.
RTL’s photographer at the scene observed a vehicle at a standstill on the motorway just before the Berchem service station turn-off, where the number of lanes has been reduced due to roadworks.

Traffic jams built up all the way back towards the Croix de Gasperich, south of the capital. A number of queues also formed on the A1 and A6 slip roads towards the A3.
Motorists were advised to exercise caution when approaching the area, or avoid the A3 altogether in favour of taking the A4 motorway towards Esch-sur-Alzette. From there, drivers can take the A13 and rejoin the A3 just before the border with France.
