
Minister of Mobility François Bausch presented the figures in an answer to parliamentary questions by the LSAP and ADR.
Only 47.5 percent of applicants passed the practical driving test in 200. In 2021, it was 48.9 percent, while the pass rate always topped 50 percent in the preceding 10 years.
The theoretical exam showed a similar trend. In 2022, 27.2 percent of candidates failed the theory test, in contrast to 10.3% in 2013.
There are, however, no statistics on the reasons why so many people fail, the transport minister said. Some candidates committed so-called eliminatory or major mistakes, such as driving through a red light or ignoring a right of way. Of course, candidates can also fail through an accumulation of minor mistakes.
Driving lessons in comparison
Since driving schools no longer have to state how many driving hours a learner driver has done since 2013, it is difficult for the minister to draw any conclusions.
In Luxembourg, applicants must complete at least 16 driving lessons before being allowed to take the driving test. In France and Belgium, the minimum is 20 lesson. In Germany, on the other hand, there are 12 mandatory lessons in addition to as many further lessons as teachers believe an applicant needs.
Driving License Directive to be reformed
The criteria for driving licence training come largely from a European directive. However, a reform of the directive is planned for March, François Bausch reveals. In this context, the number of compulsory driving hours will also be discussed.
