Nearly half of Luxembourg residents aged 18 to 64 have tried cannabis, a new Health Ministry study shows, with consumption habits shifting slightly since home use was legalised in 2023.

A recent study carried out by the Health Ministry on cannabis use reveals that a large portion of Luxembourg’s population has tried the drug, with the trend growing after home consumption was legalised in summer 2023.

In the wake of this policy shift, the Health Ministry launched a study between September and October 2023 to learn more about residents’ consumption habits. The results showed that 46.3% of residents aged between 18 and 64 had used non-medical cannabis at least once in their lifetime. 14.2% of respondents said they consumed cannabis in the last 12 months, and 7.8% in the last 30 days.

15.9% of consumers first started after the law came into force. However, less than 5% took the opportunity to increase their consumption after the legalisation came into force.

On the other hand, growing cannabis at home, with up to four plants authorised, does not seem to have taken root: only 11.5% of users said they grew their own plants.
