Depending which university, foreign students now need a certificate declaring them apt to study. Said document needs to be generated by a university from same country where the high school diploma was issued.
Egan Paquay, Luxembourgish student at the University of St. Gallen, elaborates why this process can be complicated: "The University of Luxembourg usually only provides such a certificate if they offer the same study program. By now, there are quite a few restrictions for more specialised courses, like for instance theology or chemistry, which you can no longer study in Switzerland."
In some cases, an entry exam needs to be taken to be accepted into a study program. The University of Luxembourg already issued a statement indicating the institution's willingness to help students and generate certificates if possible.
