
COSMOS is set to replace the current e-MINT platform and further modernise and simplify digital cooperation between the state and municipalities. The aim is to streamline and make administrative procedures more efficient, Minister for Digitalisation, Stéphanie Obertin, and Interior Minister Léon Gloden explained at a press conference on Monday. At the heart of the reform is the ‘Once Only’ principle, under which data only needs to be submitted once and can then be shared between administrations. This approach is expected to significantly simplify administrative procedures for municipalities in particular. Processes such as subsidy applications, which previously had to be sent by post, will in the future be handled digitally. This could reduce processing times by up to four weeks.
The e-MINT platform, which is now being replaced, was first introduced in 2023. Since 1 February, 2025, its use has been mandatory for around 850 municipal and 25 ministerial officials.
COSMOS aims to create a modernised infrastructure serving as a central platform for digital exchange. The project foresees merging various subsidy schemes onto a single platform, introducing a national municipal register, and integrating procedures such as the general development plan (PAG) and the special development plan (PAP).
Work on the new COSMOS platform is scheduled to begin by June 2026. A first major integration phase is planned for 2027, followed by a second phase starting in 2028.
