
Work on the new Covid law is moving along. On Sunday, the Prime Minister and the Minister of Health made further announcements which have since been drawn up into a draft bill.
The State Council is expected to present its opinion on Wednesday morning which will then be analysed during a meeting of the parliamentary health commission in the afternoon.
Some MPs are hoping for some more details which they say are missing at the moment. The main concern is the proposed regulation that a maximum of 10 people are allowed in one place without mandatory mask or distancing measures. According to Déi Lénk MP Marc Baum, there is still a lot of room for interpretation when it comes to this particular regulation:
"The new article 4.1 starts with the statement that 'Assemblies of over 10 people are prohibited'. However, in the section about the Horesca sector, the text then refers to exceptions applying to the Horesca sector as well as people of the same household or living together in a flat-sharing community. But from a textual perspective, this only refers to the paragraph about the Horesca sector and not the previous one. So again, it is very unclear what the intention behind this text is supposed to be. And as said before… the minister herself said that this paragraph, which is nevertheless one of the major new additions, was very poorly worded. Would it be too much to ask to just spend a little bit of thought on these 3 sentences that are to be added to the text?"
Another question that needs to be answered is when the law is to be voted on in the Chamber. The president of the health commission, Mars di Bartolomeo, stated that a realistic option would be to have the vote at the end of this week, but at the very latest it would also be possible to have it at the beginning of next week. At the moment, the law is expected to be voted on by MPs on Thursday.
Mars di Bartolomeo: "We still have some additional time left, should any delays arise for whatever reason. We still have Friday, Saturday, and so on… We are always ready."
If the draft law is passed on Thursday and if the second vote is dropped, then it will become effective before the weekend.
