
Henri Kox and François Bausch introduced JFK Sud, a housing project that offers a “well-located and well-served” neighbourhood, with a focus on affordable housing.
Located in close proximity to the Philharmonie and the European Parliament, JFK Sud will be built on an empty site adjacent to Boulevard Kennedy. Construction commenced in March 2023 and is expected to continue for the next five years, with completion scheduled for January 2028.
The housing development, overseen by the National Society for Affordable Housing (SNHBM), will feature a combination of apartment blocks on the Kirchberg side and townhouses along Rue du Fort Thüngen.
According to the ministries, approximately two-thirds of the entire project will consist of rental and affordable housing, with 60% designated for rental purposes. The remaining 40% will be dedicated to affordable housing for sale.
In addition, the townhouses on Rue du Fort Thüngen and the flats built for the Kirchberg Fund will be available for open sale.

The ministers stressed that JFK Sud is designed as an urban link between the imposing architecture of the European and national institutions and the Weimershof quarter. The neighbourhood will incorporate “shared spaces” to encourage interactions among residents and will include shops along Boulevard Kennedy.

Bausch stated, “this major project will contribute to the development of urban planning in Kirchberg. The aim is to build a neighbourhood that integrates various aspects of urban life, such as work, living, and leisure.”

The proximity of JFK Sud to the European Parliament tram stop and its convenient access to one of the capital’s primary employment areas make it an attractive location.
The neighbourhood will also provide a “car-free” option for residents, with indoor cycle parking facilities (777 spaces) and direct access to the city’s cycle paths to promote sustainable transportation.
The JFK Sud Zone A project was developed by the Kirchberg Fund and will be constructed by SNHBM on land transferred to the State by the Kirchberg Fund.
