Police in Dudelange were called to a café on Avenue Grande-Duchesse Charlotte at about 2.30am on Sunday after a man repeatedly harassed customers and refused to leave.
He was arrested at the scene and taken to a police station for questioning, where he continued to behave aggressively towards police.
The man was fined for resisting arrest.
