On Tuesday, the Consultative Commission on Human Rights (CCDH) issued its official statement on the installation of additional cameras in Esch-sur-Alzettte.
The body criticises the decision, and questions both the necessity and proportionality of further video surveillance in the Brill and Al-Esch neighbourhoods.
Among other things, the commission states that the legal basis for the installation remains insufficiently clear in certain respects, and that too little information has been provided on the potential for automatic situation detection.
Police statistics, in its view, are also inadequate to substantiate the need for video surveillance.
The CCDH points out that the number of criminal offences fell by 17.2% between 2024 and 2025, a decline attributed in the analysis itself to the introduction of the local police force in Esch.
In addition, the usefulness of the video surveillance and how the new zone would link with the existing one around the train station both require further clarification.
On that basis, the CCDH is calling on the Home Affairs Minister to carry out a more thorough review of the need for video surveillance in the Brill and Al-Esch neighbourhoods.
