The proposed reform seeks to simplify administrative processes, digitise procedures, and increase transparency. To enhance clarity and comprehensibility, the Ministry has decided to rewrite the entire text of the regulations.
The ‘commodo’ nomenclature, a risk-based classification system for establishments, is a central element of this reform. This system underwent its first revision in 2019, and a second revision is currently in progress.
The proposed legislation aims to digitise the existing framework, which could potentially benefit applicants, the public, administrative bodies, and municipalities. The necessary IT infrastructure to support this digital transition is reportedly either already in place or nearing completion.
The legislation also introduces new provisions regarding obligations in the event of incidents or accidents, changes of operator, and administrative measures and penalties. These additions are intended to protect the environment, employees, and the public.
The law’s main objectives are to prevent and reduce pollution from establishments, ensure public safety and that of neighbouring residents and establishment staff, prevent associated fires, and promote the health, hygiene, and ergonomics of employees in the workplace. This approach is part of the government’s broader strategy to manage potential risks associated with classified establishments.
