The report, which reviews Luxembourg's 2019 National Reform Programme and gives an opinion on the 2019 Stability Programme, delves into several further economic and social issues as well. You can see our full summary of the document here.

Luxembourg's aim is to reduce greenhouse gas emissions by 20% compared to 2005 levels by 2020, and 40% by 2030. However, the Commission is not convinced that Luxembourg will meet these targets, stating: "it is expected that in the absence of additional measures, Luxembourg will miss its 2020 greenhouse gas emission reduction target by 3 percentage points and its 2030 target by 20 percentage points."

This, the report outlines, is partly due to the fact that 45% of Luxembourg's workforce is made up of cross-border workers, but also due to the low taxation of transport fuel.
