Dr Wirtgen will thereby replace the present incumbent, lawyer Martine Lamesch.
The position was approved by the CSV national committee, but has yet to be given the green light by the government. However, this is thought to be a formality.
Dr Wirtgen assumed his position as general director of the northern hospital group earlier this year.
Four other CSV candidates have registered interest in the remaining seat on the Council, including Bettembourg mayor Laurent Zeimet , lawyers Claudine Konsbrück and Henry de Ron, and Serge Sandt, a government adviser.
