
The Council of State also pointed out that the explanatory memorandum argued the body cameras would be used to protect citizens. However, the text does not stipulate that recordings may be used in the event of misconduct by a police officer.
Rapporteur Stéphanie Empain said there were no changes foreseen for this point. The bill also does not include specifications on whether a citizen could ask an official to switch on a body camera. Empain said this did not mean recordings could not be used in cases of misconduct, but emphasised that the bill’s goal was not to monitor or discipline officials.
It is likely that the first police officers will be equipped with body cameras in 2025.
