
On Friday, the government has taken new measures to help car owners who face an upcoming technical check-up amidst the coronavirus pandemic.
Affected owners of vehicles may benefit, under certain conditions, from an exemption from the periodical technical check-up.
This exemption applies to all check-ups which expire between 18 March 2020 and the end of the state of emergency. This in order to allow people who may not be able to attend their scheduled appointment during the crisis to still use their cars. However, as of right now the check-up must still be completed until 1 September 2020.
This measure only applies to Luxembourgish territory. This means that it is not allowed to cross the border with a car that has no valid technical certificate. The decision is mostly meant to protect vulnerable people by not forcing them to undergo any unnecessary risks. Besides the exemption, a special service will also be offered to vulnerable groups of people. Upon request, a third person will take the car to the check-up location and return it afterwards. The ministry encourages affected people to make use of this offer.
People not considered vulnerable are however asked to attend their scheduled appointments, if possible.
Stationary vehicles not parked on public roads (e.g. in a garage) do not need a technical check-up certificate. After the state of emergency is over, the owner of such a vehicle may go directly to a technical check-up facility. The validity of the certificate will then be calculated starting from the day of the technical check-up.
It goes without saying that regular traffic regulations still apply, and that a car circulating on public roads must at all times fulfil the necessary safety requirements.
Precautionary measures continue to be applied within the technical check-up facilities:
Contact with the client is reduced to a strict minimum;
No more than 5 clients are allowed within an enclosed facility. Moreover, a minimal distance of 2 m between clients must be maintained;
Inspectors must protect themselves against a possible transmission of pathogens by wearing single-use gloves or using disinfectant. In the case reusable gloves are being used, they must be disinfected after every checked vehicle;
It is recommended that inspectors wear respiratory masks. Moreover, if the inspector needs to move the vehicle of a client, the use of a seat cover is recommended.
