The government has approved a system that will scan vehicle licence plates in real time, but not for catching everyday traffic offences.

Luxembourg will soon introduce an automatic number plate recognition (ANPR) system. The Council of Government has approved a draft law to create the legal basis for this new tool, which will allow licence plates to be scanned and cross-checked with national and international databases in real time.

According to the draft, the system is intended for critical situations, such as kidnappings, hit-and-runs, or threats to public safety. It is designed to enhance the responsiveness of police forces in urgent scenarios.

Unlike in neighbouring countries, Luxembourg does not plan to use the system to enforce traffic offences. The ANPR cameras will not be used to detect issues like missing insurance documents or whether a driver is wearing a seatbelt.

While limited in scope, the rollout marks a significant shift in Luxembourg’s approach to digital policing.
