Despite steady growth in female managerial representation across the EU, Luxembourg remains among the countries with the lowest share of women in leadership roles, with just 22.2% of managers being women in 2023, according to the latest EU Labour Force Survey.

While the number of women in managerial roles across the European Union has steadily increased over the past decade, Luxembourg remains among the countries with the lowest representation of female managers, according to the latest EU Labour Force Survey.

In 2023, 3.7 million women in the EU held managerial positions, marking an increase from 3.1 million in 2014. However, despite women making up 46.4% of the employed population, they accounted for only 34.8% of managerial roles that year. The data highlights ongoing gender disparities in leadership positions, with Luxembourg ranking at the bottom among EU nations.

The Grand Duchy thus reported one of the lowest shares of women in managerial positions, with only 22.2% in 2023. This places the country behind Croatia (23.8%) and Czechia (27.4%). In contrast, Sweden (43.7%), Latvia (42.9%), and Poland (42.3%) recorded the highest proportions of female managers.

Despite overall progress in the EU, with the percentage of women in management increasing by 3.1 percentage points since 2014, Luxembourg has struggled to keep pace. Twenty member states saw growth in female managerial representation, with Cyprus (+10.5%), Malta (+8.3%), and Sweden (+6.5%) leading the way. Meanwhile, Hungary and Slovenia (-2.6% each) and Lithuania (-1.7%) registered declines.
