According to the Organisation for Economic Co-oepration and Development's (OECD) 'Affordable and Social Housing' survey, the homelessness rate in Luxembourg stands at 0.11 percent.

This figure places the Grand Duchy below the OECD average of 0.25 percent, however, recent trends indicate an increasing number of individuals registering for the country's winter programme, with new registrations making up 70 percent of participants last winter.

The winter campaign ('Wanteraktioun'), established in December 2001, aims to protect homeless individuals during the cold months. Over the past two decades, the initiative has seen significant expansion: between 2008 and 2011, it offered 77 beds across various locations before moving to one single site on Route de Trèves at Findel in 2013. By 2019, the campaign moved into a new facility, and as of last year, it now provides 300 beds.

Participation in the programme has surged over the years. In its first year, 99 people enrolled, compared to 2,352 registrations last winter - nearly double the 2021/22 figure and exceeding the 2,000 mark first reached in 2016/17. Last winter’s campaign employed 59 staff members to manage operations.

The programme also provided temporary housing for 173 asylum seekers until they could be accommodated at the emergency initial reception centre on rue Tony Rollman in Kirchberg. However, the Minister for Families clarified that the Findel facility is not suitable for minors, citing concerns about the potential for socially problematic behaviour among some participants.
