As a temporary solution to the space constraints faced by Luxembourg's judiciary, the former national library building will be renovated to accommodate judicial offices, with works expected to begin in 2026.

Restructuring works in the former national library building are set to begin in 2026, with the aim of providing additional space for Luxembourg's judicial authorities. The project, presented to the Parliamentary Committee for Mobility and Public Works, was acknowledged as a partial solution to the ongoing space constraints faced by the judiciary.

The issue of limited space at the Cité Judiciaire, which consolidates several courts and legal offices in Luxembourg City, was recently highlighted during the judicial authorities' New Year's reception. To address this, parts of the former national library building, located next to Notre-Dame Cathedral, will be repurposed for judicial use. However, the building requires significant renovation and restructuring before it can be occupied.

Yves Cruchten, vice president of the committee and MP for the Luxembourg Socialist Workers' Party (LSAP), described the move as a step toward alleviating the space shortage. However, he acknowledged that it is not a long-term solution, referencing the government's consideration of building a new Cité Judiciaire. "We all know how long it often takes from idea to realisation in Luxembourg", Cruchten noted, emphasising the importance of this interim measure.

The former national library building will not solely serve administrative purposes. The ground floor is planned to be accessible to the public and will feature an exhibition space and a literary café, blending cultural and judicial functions. Corinne Cahen, president of the parliamentary committee and MP for the Democratic Party (DP), indicated that renovation works could potentially begin in 2026. The government has allocated approximately €55 million for the project.

Lycée Michel Lucius move delayed until 2030

The parliamentary committee also discussed the planned relocation of Lycée Michel Lucius to Kirchberg. Originally scheduled for 2028, the move is now expected to take place by September 2030 at the earliest, as confirmed by committee vice president Emile Eicher. The new site will accommodate approximately 1,800 students, compared to the 1,600 currently enrolled at the Limpertsberg location.
