
Minister of Justice Elisabeth Margue is set to present proposed reforms to the Criminal Code concerning the begging ban to the responsible parliamentary committee next week.
This announcement was made during Thursday morning's sessions of the Justice and Home Affairs commissions, where Minister Margue addressed the upcoming legislative changes.
The Greens (Déi Gréng) raised the issue in response to a legal opinion from the Chamber's scientific cell, which suggested that a blanket begging ban might be unconstitutional.
According to Greens MP Sam Tanson, both the minister of justice and the minister for home affairs once again acknowledged the need for revisions to address legal ambiguities. Tanson highlighted that the reforms are aimed at clarifying how municipal regulations can coexist with national laws, particularly concerning penalties for "organised" or "aggressive" begging.
According to Tanson, the discussion in the commission was "a bit tedious", however, because there had been a long debate about whether one could even talk about the issue at all, as a case is pending at the Administrative Court. This discussion had been sparked by the municipal council of Luxembourg City.
